Ukrainian President Volodymyr Zelensky Declares He Lacks Clear Security Pledge from Allies
Ukrainian President Volodymyr Zelensky says European allies have failed to provide sound guarantees that they will protect his country in the case of a future Russian attack.
"I am asking this very question to all our partners and thus far, the answer remains elusive a clear, unambiguous answer yet," he told reporters on Wednesday.
His comments come a day after Britain and France inked a declaration of intent on stationing forces in Ukraine should a ceasefire agreement to end the war with Russia is agreed.
However, comprehensive defense assurances have not been agreed. The United States, which has been leading efforts to end the invasion, was reported to have abstained from signing such a pledge at discussions held in the French capital on the previous day.
Details of the Paris Talks
After the Paris talks, which included some 30 countries that form the group termed the 'Coalition of the Willing', British PM Keir Starmer said the UK and France would "establish military hubs across Ukraine" to prevent any future incursion, while French President Emmanuel Macron subsequently indicated thousands of troops may be sent.
Partner nations suggested that the US would assume a leading role in monitoring a truce. But the key issue of ceding land that Ukraine is being asked to grant to Russia as a component of the settlement terms are continuing to be negotiated.
The Russian government has thus far remained silent on the announcement made in the French capital.
President Putin launched a comprehensive military assault of Ukraine in the early months of 2022, and Moscow currently controls about 20% of Ukraine's land.
The President's Evolving Stance
The UK Prime Minister characterized the joint statement as "a vital part of our commitment to support Ukraine for the foreseeable future".
He continued: "It establishes the pathway for the legal framework under which allied military personnel could operate on Ukrainian soil, protecting Ukrainian airspace and waters, and rebuilding Ukraine's armed forces for the years to come."
Zelensky hailed that agreement as a "huge step forward".
Twenty-four hours afterward, however, he appeared less optimistic.
"I see the will, the political will, and that the partners are ready, and the allies are willing to give us robust economic measures, strong security guarantees," he said when questioned if nations in Europe would defend Ukraine.
"However, until we don't have such security guarantees - legally binding, supported by parliaments, supported by the United States Congress - this question remains unresolved. And should they materialize, you still have to rely primarily on your inherent capabilities."
Persistent Challenges and Fighting
Negotiations in Paris were also significant due to the attendance of US President Donald Trump's peace envoys, Steve Witkoff and Jared Kushner.
Witkoff said the allies "mostly completed" their work on finalizing security arrangements.
Last week, the President indicated a settlement was "90% ready".
Questions of land and defense pledges have been at the forefront of outstanding matters for negotiators.
The Russian leader has consistently stated that Ukrainian troops must pull back from all of Ukraine's eastern Donbas or Moscow will take control, dismissing potential concessions over how to conclude hostilities.
The Ukrainian President has thus far rejected relinquishing any land, but has suggested that Ukraine could redeploy its forces to an established line - but provided that Russia reciprocated the action.
Moscow now holds about 75% of the Donetsk oblast, and some 99% of the adjacent Luhansk region. The two regions constitute the Donbas industrial heartland.
It has been intensifying attacks against cities in Ukraine - with a focus on power facilities. Moscow is also achieving incremental advances in seizing additional Ukrainian land.
Ukrainian forces have retaliated at Russian targets with unmanned aerial vehicles, though with more limited success.
