UK Councils Plan to Sell Off Community Hubs and Sports Centres to Manage Finances

Based on a latest poll of local authorities, UK councils are preparing to sell community centers, athletic facilities, and retail spaces as they bet on a rapid disposal of assets to balance the books.

Increasing Financial Challenges Prompt Asset Sales

A coalition of councils for major urban areas in the UK reported that 60% of councils are planning to dispose of properties to cover the escalating costs of social services for vulnerable individuals.

Councils have previously faced criticism for disposing of public land and open spaces to support their finances, but they argue they must continue to raise vital cash from asset sales or declare themselves bankrupt.

This coalition said that a high proportion of councils attempting to raise money from a quick sale of assets represented “a clear change from 2024, when the largest share (six in ten) of local leaders stated they would prioritise restructuring services and using savings to weather increasing financial challenges.”

Specific Cases of Planned Disposals

Medway Council in southeast England announced its asset disposal plan included the sale of a shopping centre in a local town and a social club in another town to raise £20m over the next half-decade.

  • A local golf course and business parks owned in two English counties, which all generate rent for Medway council, will additionally be sold under the strategy.

Local Levy Increases and Wider Financial Strains

This research of local authorities in the coalition, which covers Sunderland, Southampton, Gloucester and Salford, also found that more than 70% of councils will need to increase council taxes next April to address the growing cost of core provisions, higher levels of housing insecurity, and a longstanding accommodation deficit.

Medway council said it will press ahead with asset sales after sharp increases in the cost of children services, special educational needs and disability (Send) provision, elderly and disability services, and short-term housing.

“We are taking creative strategies but certain measures require time to achieve both improved services and cost efficiency,” said Vince Maple.

He continued: “We face population challenges which will persist to add to the strains we have. As a unitary authority, we had a drastic reduction in our central funding from over the past decade, which is very challenging.”

National Trends and Forecasts

A survey of regional authorities this week further found local finances being strained by the growing number of young people and older individuals requiring special educational assistance.

The County Councils Network said that local shortfalls will hit 4.4 billion pounds a year by the end of the decade, as they struggle to cope with rising needs.

Government officials have put off scheduled changes to the Send system until the coming year after a white paper outlining those changes was recently delayed.

Disadvantage and Funding Gaps

According to the latest deprivation measures (IMD) for UK local authorities, many key cities members were included in the most deprived in England.

  • “Participating urban centers like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton rank in the most deprived 30 nationally under the latest IMD measures,” said the study.

“While only a single urban area is in the top 10 for disadvantaged communities countrywide, cities are much more prone to be in the worst-off 20% of the nation. The figures underscores the scale of difficulties facing municipal officials across major urban centers in the next twelve months,” the report concluded.

“Local government leaders have been clear about the necessity for a fair and sustainable funding system that reflects and addresses the real levels of deprivation and need,” stated Michael Mordey.

“Lacking this, local authorities will persist to face difficult decisions around which vital provisions to fund, and which to cut, to the detriment of their residents.”

One in five of local authorities have reduced or weakened care services in the past 12 months, the survey found.
