UK and France Plan to Send Troops to the Country should a Peace Deal is Agreed

Placeholder Diplomatic Meeting

The UK and France have signed a statement of purpose concerning the positioning of troops in Ukraine in the event a ceasefire be struck with Moscow, the Prime Minister of Britain, Starmer, has announced.

Following negotiations with Kyiv's partners in the French capital, he indicated that the UK and France would "establish defense centers across Ukraine and build protected structures for weapons and military equipment" to deter any potential incursion.

The coalition members also proposed that the United States would take the lead in verifying a ceasefire.

Russia has repeatedly cautioned that any non-Ukrainian military in Ukraine would be considered a "acceptable aim", but has not yet responded on this recent development.

The Situation and Continuing Hostilities

Moscow's leader Vladimir Putin initiated a comprehensive attack of Ukraine in early 2022, and Russian forces at this time controls roughly 20% of Ukrainian territory.

"This represents an essential component of our vow to be alongside Ukraine for the long-term," commented Starmer.

Heads of state and high-ranking officials from the "Allied Coalition" were involved in the recent discussions.

He stated at a joint press conference, Starmer further said: "It paves the way for the operational parameters under which allied and coalition forces could operate on Ukrainian soil, protecting Ukraine's skies and seas, and regenerating Ukraine's armed forces for the years ahead."

The PM went on to say that Britain would be involved in any Washington-directed confirmation of a possible ceasefire.

Defense Assurances and Negotiation Stances

Top US negotiator Steve Witkoff stated that "long-term safety pledges and strong reconstruction vows are critical to a enduring ceasefire" in Ukraine – alluding to a key demand made by Kyiv.

Witkoff noted the allies had "substantially agreed on" their work on agreeing such guarantees "to ensure the citizens of Ukraine know that when this conflict ends, it ends forever."

The former US envoy, US President Donald Trump's advisor, also took part in the talks.

At the same time, France's leader Emmanuel Macron stated that Ukraine's partners had made "considerable advances" at the negotiations.

He said that "comprehensive" defense assurances for Kyiv had been settled upon in the instance of a possible ceasefire.

Ukrainian President Volodymyr Zelensky stated that a "huge advance" had been made in Paris, but qualified that he would only view efforts to be "enough" if they resulted in the end of the war.

Last week, he indicated a peace agreement was "90% ready". Finalizing the outstanding 10% would "determine the fate of the peace, the destiny of Ukraine and Europe".

Outstanding Matters

  • Territory and defense assurances have been at the forefront of unresolved issues for negotiators.
  • Moscow has often said that Ukrainian troops must pull back from the entirety of Ukraine's eastern Donbas region or Russia will seize it, rejecting any concession over how to finish the war.
  • The Ukrainian President has thus far ruled out ceding any territory, but has suggested that Ukraine could move its forces to an mutually accepted point – but only if Russia does the same.

Russian forces presently occupies approximately 75% of the Donetsk region and some 99% of the bordering Luhansk. The two regions form the area of Donbas.

The initial US-led comprehensive framework that was extensively reported to the media last year was perceived by Ukraine and its EU supporters as being strongly biased in Moscow's direction.

This sparked a period of focused diplomacy – with the involved parties trying to amend the proposal.

Recently, Kyiv submitted the US an revised proposal – as well as separate documents outlining possible security guarantees and arrangements for Ukraine's reconstruction, the President added.
