A man, 24, was taken into custody in Lambeth for suspected theft and assault and a 23-year-old woman was detained on suspicion of conspiracy to commit robbery. They both remain in custody, the force said.
The arrests come after an investigation into an assault at the multi-level parking garage at Terminal 3 on Sunday. Prior to the incident, two women were robbed of their suitcases after getting out of a parking garage elevator.
A toddler aged three was among the injured during the incident. Five people were taken to the hospital for treatment and were later discharged.
Police detained a 31-year-old man for suspected theft and assault near the scene. He has since been released pending further inquiries as the investigation proceeds.
Police were alerted at about 8:10 in the morning GMT following reports of a number of people injured by an irritating chemical believed to be pepper spray.
The assault - which authorities stated was a standalone incident and not being treated as an act of terror - caused train delays and the temporary shutdown of the main airport tunnel and the T3 parking facility briefly.
